- Columbia Gorge Regional Airport, jointly owned by the City of The Dalles and Klickitat County, constructed a 12,000 SF flex hangar space building in the Airport Business Park to serve multiple tenants, such as Life Flight. MCEDD provided grant administration and review of labor standards.
- Wasco County, in partnership with Mid-Columbia Center for Living (MCCFL), constructed a 22,000+ SF mental health facility in The Dalles. - South Wasco Parks & Recreation District – boat ramp improvement/replacement at Pine Hollow Reservoir
- City of The Dalles Dog River Pipeline – MCEDD served as project manager and grant administrator for the City of The Dalles on the Dog River pipeline project which supported the City’s drinking water system. Administration included grants from the Safe Drinking Water Revolving Loan Fund program and the Oregon Water Resources Department. Under a formal Intergovernmental Agreement, MCEDD provided end-to-end project management support, managing daily and periodic project administration activities in coordination with the City, project engineer, and funder. Responsibilities included budgets, schedules and progress reports, participating in state monitoring visits, and supporting project closeout documentation. MCEDD also supported the City’s procurement processes, reviewing contracts for compliance with state and federal requirements, and ensuring compliance with procurement laws and American Iron and Steel requirements. MCEDD additionally administered full Davis-Bacon and Oregon Prevailing Wage compliance throughout construction: overseeing preconstruction labor standards conferences, reviewing weekly certified payrolls, conducting worker interviews, verifying base wages and fringe benefits, and ensuring corrective action for any noncompliance.
- City of Cascade Locks Wastewater Project – Components of the City of Cascade Locks’ wastewater collection and treatment system surpassed their expected 20-year life and were failing, leading to compliance issues. MCEDD supported the City in securing Community Development Block Grant (CDBG) funding and provided grant management for the CDBG funds and other funds previously secured by the City, including USDA Rural Development and Business Oregon water–wastewater financing. MCEDD supported the City through all phases of project administration: supporting compliance with grant and loan contract conditions, procurement compliance, full federal and state labor standards compliance, preparing progress reports, participating in state monitoring visits, and preparing final project reporting.
- Lyle Electric Vehicle Charging Infrastructure – MCEDD supported Community Enrichment for Klickitat and Skamania Counties in administration of a WA Dept. of Commerce grant to install EV chargers at the Lyle Market. This included end-to-end grant management support; grant documentation and cash request administration; vendor selection and contractor oversight; progress reporting and project milestone tracking; coordination between grantee, contractors, and state agency through construction closeout.
- Biggs Service District Water System Construction – Biggs Service District completed a project to develop a water system for their service area of Biggs Junction in Sherman County. The area had only been served by private wells, but a new water system was needed for growth and sufficient flows to support fire suppression. MCEDD supported the District in securing USDA Rural Development funding and provided grant management. The project entails drilling a new well, construction of a 400,000+ gallon reservoir, and installation of all water lines, fire hydrants and water meters. Construction cost approximately $3.8 million
- Hood River Valley Adult Center Kitchen Remodel – Community development projects take a lot of collaboration, and MCEDD was proud to partner with the Hood River Valley Adult Center (HRVAC) to administer over $1 million in grants (CDBG and others) for major kitchen facility upgrades. These improvements expanded the center’s ability to serve more individuals and families. Building on this success, organizers are planning additional renovations, with a vision to transform the center into a one-stop resource hub for seniors.
